Regulations of NKUST Scholarship for Outstanding Foreign Doctoral Students

一、國立高雄科技大學(以下簡稱本校)為獎勵優秀外國研究生至本校就讀，提升本校國際化程度，特訂定國立高雄科技大學優秀外國博士生獎學金作業要點(以下簡稱本要點)。

1. In order to recruit outstanding foreign graduate students and enhance internationalization of the University, National Kaohsiung University of Science and Technology (hereafter NKUST) has formulated scholarship regulations for outstanding foreign doctoral students.

二、依本校外國學生就學要點方式申請入學者(以下簡稱新生)，或本校在學之外國學生(以下簡稱在校生)，得依本要點之規定申請獎學金。但下列雖有正式學籍之在學國際學生， 不得申請本要點之獎學金：

2. Those who apply for admission in accordance with the University requirements for foreign students (hereafter new students), or the current foreign students (hereafter current students) are eligible for application in accordance with these regulations. Notwithstanding the scholarships are not applicable to the following international students who are officially registered:

（一）僑生、陸生、雙聯學制、及短期交換學生。

2.1. Overseas Chinese students, Mainland Chinese students, joint dual-degree students and short-term exchange students

（二）延畢生。

2.2. Overseas Chinese students, Mainland Chinese students, joint dual-degree students and short-term exchange students

（三）外國學生專班之學生。

2.3. Special foreign student programs

三、獎學金之申請，應依下列規定辦理：

3. Scholarship application procedures:

（一）新生：於申請入學時，提出獎學金申請。

3.1. For new students, apply when applying for admission

（二）在校生：於受領獎學金期滿前，依本校公告，於截止日前向國際事務處提出申請，逾期視為自願放棄申請，不再予以受理。

3.2. For current students, in accordance with the University announcement, submit the application to Office of International Affairs before the end of award period. If the application is overdue, it will be deemed to be voluntarily abandoned and will no longer be accepted

（三）未能如期申請續領之學生，應於次一學期公告截止日前提出補申請，補申請之受獎期限僅一學期。

3.3. For those who fail to apply for renewal as scheduled should submit a supplementary application before the deadline in the next semester. The award period for supplementary application is only for one semester.

四、每月獎學金之額度與申請資格如下：

4. Monthly value of award and eligibility criteria

（一）新生依第三點第一款申請入學時提出申請，經錄取且通過審查受獎資格者，每月新臺幣一萬二千元。

4.1. New students apply while applying for admission in accordance with 3. 1. Those who are admitted and pass the review of eligibility will be granted NT$12,000 monthly.

（二）在校生其各年級申請每月獎學金，應符合以下資格，經會議審議通過者，核發每月獎學金新臺幣一萬二千元：

4.2. Current students applying for monthly awards in all years should meet the following qualifications. Those who are approved by the review meeting will be granted NT$12,000 monthly.

1. 申請二年級獎學金者，前ㄧ學期學業成績總平均須達八十分以上，且至少發表一篇國際期刊之論文，並需提供除指導教授外，第一作者之證明。

4.2.1. Applicants for the second-year award must have an average academic grade of more than 80 in the previous semester, and have published at least a paper in an international journal, and must provide proof of the first author in addition to the advisor.

2. 申請三年級獎學金者，須新增一篇國際期刊之論文，並需提供除指導教授外， 第一作者之證明。

4.2.2. Applicants for the third-year award must add an international journal paper and provide proof of the first author in addition to the advisor.

3. 申請四年級獎學金者，須累計至少三篇國際期刊之論文，並需提供除指導教授外，第一作者之證明。

4.2.3. Applicants for the fourth-year award must accumulate at least three published papers in international journals and provide proof of the first author in addition to the advisor.

（三）碩士階段即於本校就讀，繼續申請且就讀本校博士班者，給予博士留校獎學金新臺幣五萬元。每人限申請一次。

4.3. Those who have studied for the master's degree at NKUST and continue to apply and study in the doctoral program will receive a continuation doctoral stay scholarship of NT$50,000. Each person can only apply once.

五、申請免除學雜費及學分費（不包含住宿、電腦及網路通訊使用費、書籍及保險等費用）之條件如下：

5. Criteria for the exemption of tuition, fees and credit fees (excluding fees for accommodation, computer and internet connection, books and insurance):

（一）新生於入學申請時，經資格審查，並經會議審議通過且錄取者，得減免學雜費及學分費。

5.1. When applying for admission, new students who pass the qualification review and are approved by the review meeting may be exempted from tuition and fees and credit fees

（二）申請二年級減免者，前一學期學業成績總平均須達八十分以上。

5.2. Applicants for the second-year exemption must have an average academic grade of 80 or more in the previous semester

（三）申請三、四年級減免者，需具備已註冊之在校生身分者。

5.3. Those who apply for the third- and fourth-year exemption must have the status of registered student.

六、前二點所稱國際期刊論文係指，須為第一作者之 SCI、SSCI、A&HCI 或 ABDC（B 等級以上）論文，申請者須提供已刊出之國際期刊論文影本，或已接受刊登之證明，並提供本校圖書館指定網站之期刊收錄指標。

6. International Journal Papers refer the ones with SCI, SSCI, A&HCI or ABDC (level B or above), and the applicant must be the first author. The applicant must provide copy of published international journal paper or letter of acceptance as well as provide the index of journal inclusion on the designated website of the University Library.

七、申請每月獎學金之要件，應依下列原則為之：

7. Application criteria for monthly award

（一）新生：

7.1. New students:

1. 於入學申請時，經助理教授職級以上教師之指導教授選定為第一順位者，核定每月獎學金；非第一順位者其獎學金由該名指導教授自籌經費支應。

7.1.1. At the time of admission application, the students, who are selected as the first in line by an advisor at the rank of assistant professor or above, will be awarded monthly scholarship; for those who are not in the first in line, the scholarship will be funded by the advisor

2. 入學時未選定指導教授者，其每月獎學金之核發，應依據該名新生成績與各項研究表現，以及當年度預算審議之。

7.1.2. For those who have not selected an advisor at the time of enrollment, their monthly scholarship will be reviewed based on the new student’s merits and various research achievements, as well as the current year budget.

（二）在校之各年級學生除符合申請資格外，每月獎學金核定優先順序如下：

7.2. In addition to meeting the eligibility criteria, the priority order for the approval of monthly award for current students in each class is as follows:

1. 於申請續領時，經助理教授職級以上教師之指導教授選定為第一順位者，核定每月獎學金；非第一順位者其獎學金由該名指導教授自籌經費支應。

7.2.1 When applying for the continuation of monthly award, the students who are selected as the first in line by an advisor at the rank of assistant professor or above will be granted the monthly scholarship; for those who are not in the first in line, the scholarship will be funded by the advisor.

2. 未選定指導教授者，其每月獎學金之核發，應依據該名學生成績與各項研究表現，以及當年度預算審議之。

7.2.2 For those who have not selected an advisor, their monthly awards will be reviewed based on their merits and various research achievements, as well as the current year budget.

八、獎學金審核程序如下：

8. Scholarship review procedure:

（一）新生：於新生申請入學審查時，由國際化獎助學金審議小組審議通過，陳請校長核定。

8.1. New students: When new students apply for admission, it will be reviewed and approved by International Scholarship and Bursary Review Committee, and ratified by the President.

（二）在校生：線上申請後由國際事務處審查申請資格、各院系所初審後，由國際化獎助學金審議小組審議通過，陳請校長核定。外部獎學金申請獎勵計畫：如為教育部臺灣獎學金受獎生，其學費及雜費由教育部核實補助，不足部分由學校減免。

8.2. Current students: After the online application, eligibility of the applicants will be reviewed by Office of International Affairs, then by each department, subsequently reviewed and approved by International Scholarship Review Team, and ratified by the President. For external scholarship award program, if the student is a recipient of the Taiwan Scholarship of Ministry of Education, the tuition and fees will be verified and subsidized by Ministry of Education, and the insufficient part will be waived by the University.

九、新生獎學金每人限申請一次；每月獎學金及學雜費及學分費補助之請領，博士生最多四年。但不包含休學期間。

9. Scholarships for new students are limited to one application per person; for monthly scholarships, tuition and fees, and credit fees, a maximum of four years for doctoral students. However, the suspension period is not included.

十、本要點之獎學金為學年獎學金。每月獎學金共計核發十二個月，並採逐月核發。

受獎新生、在校生於開學日完成註冊手續後，每月須提交評核表送國際事務處備查。

10. The scholarships are awarded for an academic year. The monthly scholarship is issued for a total of twelve months and distributed on a monthly basis.

前項之評核表格式另訂之，以作為未來續領或新申請獎學金之審查依據。

After the awarded new students and current students complete the registration procedures on the first day of the semester, they must submit an assessment form to Office of International Affairs for reference every month.

受獎新生應修習至少一門華語課程，或以華語文能力測驗(TOCFL)B 級以上成績或證書抵免，其華語成績作為後續申請獎學金審核的依據。

The assessment form is drawn up separately to serve as the basis for reviewing future scholarship renewals or new applications. Awarded new students should take at least one Chinese language course, or be credited with a test of Chinese Language Proficiency (TOCFL) B or higher score or certificate, and their Chinese score will be used as the basis for subsequent scholarship review.

十一、申請獎學金應備齊下列文件：

11. Required documents for scholarship application:

（一）申請表。

11.1. Application form

（二）當學期成績單。

11.2. Academic records of the current semester

（三）研究績效核算表（含已刊登或已接受刊登之證明佐證資料）。

11.3. Research achievement list (including proof of publication or letter of acceptance)

（四）指導教授同意書。

11.4. The advisor’s approval letter

（五）其他有利佐證資料。

11.5. Other favorable supporting information

十二、如為教育部臺灣獎學金受獎生，其學費及雜費由教育部核實補助，不足部分由學校減免。

12. If the student is a recipient of the Taiwan Scholarship of Ministry of Education, the tuition and fees will be verified and subsidized by Ministry of Education, and the insufficient part will be waived by the University

十三、除符合前點規定外，已獲得我國政府、外國政府或其他校內外其他單位所頒發之全額獎學金者不得重複申請。但所獲得我國政府、外國政府或其他校內外其他單位所頒發之全額獎學金，而其所獲獎學金金額低於本校當學期(年)學雜費，且其申請條件符合本校獎學金申請條件者，可就其不足部分向本校提出獎學金申請。

13. In addition to meeting the requirements, those who obtain full scholarships issued by the ROC government, foreign governments, or other institutions inside and outside NKUST are not allowed to apply additionally. However, for those who receive full scholarships issued by the above-mentioned institutions, if the amount of the scholarship received is insufficient to pay for tuition and fees of the current semester or year at NKUST, but their application conditions meet the requirements, they are eligible to apply for insufficient part from NKUST.

十四、獎學金之停發及取消：

14. Suspension and cancellation of scholarships:

（一）獎學金受獎生，應符合本要點之規定，並不得重複領取當年度其他獎學金，違反者得撤銷獎助資格。經查有溢領之情事，受領人應予繳回。

14.1. Scholarship recipients should meet the requirements and must not receive other scholarships in the same year. For those who violate the regulation, the scholarship will be revoked. Upon investigation, the recipient should return it.

（二）受獎新生入學當年度，或在校生繼續就讀當學期未完成註冊、辦理保留學籍或轉學離校者，取消其獎學金資格。

14.2. The awarded new students in the year of enrollment, or current students, who do not complete registration, retain their student status, or transfer to other school during the semester of enrollment, will be disqualified for the scholarship.

（三）受獎生註冊後，除寒暑假外，於受獎期間內如離校超過一個月以上，未經系所主管簽准者，取消其獎學金資格。

14.3. After registration, except for winter and summer vacations, those who leave school for more than a month during the award period without the approval of the department supervisor will be disqualified for the scholarship.

（四）受獎生學期中，休、退學，或喪失學生身分，或被開除學籍，應自次月起予以停發獎學金。

14.4. During the semester, if a scholarship recipient who suspends, withdraws from school, loses their student status, or is expelled from school, their scholarship will be terminated from the following month.

（五）受獎生畢業者，自畢業後次月起停發。

14.5. When scholarship recipients graduate, the distribution of scholarship will cease the month following graduation.

（六）受獎生於我國停留期間，如有觸犯我國刑事法律並經起訴或行為嚴重失當而影響校譽者，本校應停止發給其獎學金。

14.6. During their stay in ROC, NKUST will cease scholarships to the recipients who violate the criminal laws and are prosecuted or whose serious misconduct affects the reputation of the University.

十五、本要點自一百十一學年度起施行，一百一十學年度第二學期（含）前，已受領本校優秀國際學生獎學金之外國學生，依本校優秀國際學生獎學金作業要點之規定核給待遇，適用至畢業止。

15. These regulations will be implemented from the academic year of 2022. Before the second semester (included) of the 2021 academic year, the foreign students who have received the NKUST Outstanding International Student Scholarship will receive the grant in accordance with the regulations until graduation.

十六、本要點經費來源，由教育部補助款、本校預算分配款（含自籌收入分配）及教師自籌經費支應，補助名額得視當年度各項經費收支情形彈性調整。

16. The funding for these regulations is covered by the subsidy from Ministry of Education, the NKUST budget allocation (including self-raised income distribution) and faculty's self- raised funds. The number of scholarships can be adjusted flexibly according to the income and expenditure of various funds in the current year.

十七、本要點經行政會議通過，陳請校長核定後施行；修正時亦同。

17. These regulations were approved by the University Affairs meeting and ratified by the President to implement; the same procedure applies when they are revised.
