1、　國立高雄科技大學(以下簡稱本校)為獎勵優秀外國研究生至本校就讀，提升本校國際化程度，特訂定本校優秀外國博士生獎學金作業要點(以下簡稱本要點)。

Article 1

These Regulations Governing the Scholarships for Outstanding International Doctoral Students (hereinafter referred to as “these Regulations”) are adopted by National Kaohsiung University of Science and Technology (hereinafter referred to as “the University”) to incentivize outstanding international graduate students to pursue their studies at the University and enrich the University’s international diversity.

2、　依本校外國學生就學要點方式申請入學者(以下簡稱新生)，或本校在學之外國學生(以 下簡稱在校生)，得依本要點之規定申請獎學金。但下列雖有正式學籍之在學國際學生，不得申請本要點之獎學金：

（一）僑生、陸生、雙聯學制、及短期交換學生。

（二）延畢生。

（三）外國學生專班已獲企業或其他機構補助之學生。

Article 2

International students who enrolled in the University under the Regulations Governing International Students Admissions (hereinafter referred to as “new entrants”), or current international students at the University’s doctoral programs (hereinafter referred to as “current students”) may apply for the scholarship in accordance with these Regulations. However, currently enrolled students are ineligible if the following conditions apply:

2.1 Overseas Chinese students, Mainland Chinese students, dual degree students, exchange students;

2.2 Students who have deferred graduation;

2.3 Students who study in a special program funded by businesses or other institutions for international students.

3、　獎學金之申請，應依下列規定之時程提出：

（一）新生：於申請入學時，提出獎學金申請；獎學金受獎期限為一年。

（二）在校生：

1.依本校公告，於截止日前向國際事務處提出申請，逾期視為自願放棄申請，不再予以受理當期獎學金之申請。

2.獎學金受獎期限以一年為單位，因故未能如期申請續領之學生，得於次一學期公告截止日前提出補申請，補申請之受獎期限僅一學期。

Article 3

Students who apply for the scholarships must submit their applications within the set timeline:

3.1 New entrants: scholarship application must be submitted by new entrants upon their admission application to the University. The scholarship must be claimed within one year of its validity.

3.2 Current students:

(1) Current students shall submit their applications to the Office of International Affairs before the announced deadline. Any request received after the deadline will be deemed as a voluntary waiver and will not be accepted.

(2) The validation period for the scholarship is restricted to one year. Students who are unable to claim the award within the set time must reapply before the deadline in the coming semester to remain eligible. The renewed scholarship is only valid for one semester.

4、　申請免除學雜費及學分費（不包含住宿、電腦及網路通訊使用費、書籍及保險等費用） 之條件如下：

（一）新生於入學申請時，經錄取且通過審查獲獎者，得減免學雜費及學分費。

（二）申請二年級減免者，前一學期學業成績總平均須達八十分以上。

（三）申請三、四年級減免者，需具備在校生身分。

（四）在校生申請免學雜費及學分費獎學金者，應修習至少一門華語課程，或以華語文能力測驗(TOCFL)B 級以上成績或證書抵免。

Article 4

Eligibility criteria for students applying for tuition waivers, the cancellation of miscellaneous fees, and credit fees (excluding accommodation fees, internet usage fees, books, and insurance premiums) are as follows:

4.1 New entrants who submit their applications to the University will be granted scholarships upon review and approval. Their tuition, miscellaneous fees, and credit fees will be waived;

4.2 Doctoral students applying for the second-year tuition waivers, the cancellation of miscellaneous fees, and credit fees shall have average academic grades of 80 or above from the previous semester;

4.3 Doctoral students applying for the third- and fourth-year tuition waivers, the cancellation of miscellaneous fees, and credit fees must have the status of registered students.

4.4 Current students who apply for waiving tuition, miscellaneous fees, and credit fees shall take at least one Chinese course, or submit certificates or documentation of a B-level or higher on the Test of Chinese as a Foreign Language (TOCFL);

5、　每月獎學金之額度與申請資格如下：

（一）新生依第三點第一款申請入學時提出申請，經錄取且通過審查獲獎者，每月新臺幣一萬二千元。

（二）在校生其各年級申請每月獎學金，應符合以下資格，經通過審查獲獎者，核發每月獎學金新臺幣一萬二千元：

1. 申請二年級獎學金者，前ㄧ學期學業成績總平均須達八十分以上，並至少修習一門華語課程或以華語文能力測驗(TOCFL) B 級以上成績或證書抵免。且至少發表一篇國際期刊之論文，並需提供除指導教授外，申請人為第一作者之證明，如有兩位以上共同第一作者，申請人須為第一順位始得認定為第一作者。如未能於申請時符合發表國際期刊之要求，但於申請日後一年內符合者，得於申請三年級獎學金時申請補發二年級獎學金。

2. 申請三年級獎學金者，應累計至少二篇國際期刊之論文，並需提供除指導教授外，申請人為第一作者之證明，如有兩位以上共同第一作者，申請人須為第一順位始得認定為第一作者。

3. 申請四年級獎學金者，應累計至少三篇國際期刊之論文，並需提供除指導教授外，申請人為第一作者之證明，如有兩位以上共同第一作者，申請人須為第一順位始得認定為第一作者。

（三）卓越貢獻每月獎學金：為獎勵對本校研究有卓越貢獻之優秀國際博士生，凡在校生於前一學年曾發表或被接受刊登之論文數量逾前款所載各年級規定數，評核方式以本校論文點數計算表之規定計算。

除本點每月獎學金外，可另獲卓越貢獻每月獎學金新臺幣八千元，獲獎名額每學期至多八名。

Article 5

The funding amount and eligibility criteria for monthly scholarships are as follows:

5.1 New entrants who submit their applications in accordance with Article 3, Paragraph 1 will be granted a monthly scholarship of NT$12,000 upon review and approval;

5.2 Upon review and approval, current students who meet the requirements listed below will be granted a monthly scholarship of NT$12,000:

(1) Doctoral students applying for the second-year monthly scholarships must achieve an average academic grade of 80 or above in the previous semester, complete at least one Chinese course, or provide certificates or documentation of a B-level or higher in the Test of Chinese as a Foreign Language (TOCFL). Additionally, students must have at least one publication in an international journal and present a photocopy of the publication to prove they are the first author besides their advisor. When a research paper has multiple first authors, students must be listed first in the order of importance. Students who have not met the international journal publication requirement at the time of their application can still apply for a second-year supplementary scholarship during their third-year scholarship applications, provided they fulfill the requirement within one year.

(2) Doctoral students applying for the third-year monthly scholarships must have published at least two papers in international journals and prove they are the first author besides their advisor. If a research paper has multiple first authors, students must be listed first in the order of importance.

(3) Doctoral students applying for the fourth-year monthly scholarships must have published at least three papers in international journals and prove they are the first author besides their advisor. If a research paper has multiple first authors, students must be listed first in the order of importance.

5.3 Monthly Scholarship for an Outstanding Contribution: International doctoral students who demonstrate outstanding research performance at the University will be rewarded for their efforts. Students who have had their research papers published in the previous academic year, or had been accepted for publication, will be assessed according to the Research Point Calculation Form of the National Kaohsiung University of Science and Technology. Students who score comparatively highly will be awarded a monthly scholarship for outstanding contributions amounting to NT$8,000, to be received in addition to any scholarships listed in the preceding paragraph. The number of scholarship recipients shall be limited to a maximum of eight per semester.

6、　前點所稱國際期刊論文，指 SCI（E）、SSCI、A&HCI 或 ABDC(B 等級以上)論文，申請者須提供已刊出之國際期刊論文影本，或已接受刊登之證明，並提供本校圖書館指定網站之期刊收錄指標。

Article 6

The international journals in the preceding article refer to an SCI (E), SSCI, A&HCI, ABI, or ABDC (with B-level and above) journal. The scholarship applicant must submit a photocopy of a published paper from an international journal or documentation of acceptance for publication and provide the Journal Index Information from the Libraries’ designated websites.

7、　本校期刊論文發表獎勵辦法規定不予獎勵之期刊，亦不得用於申請本要點相關獎勵。期刊之名稱、不予獎勵之起始投稿日期等相關資料於獎學金公告申請時併同公告。

Article 7

Research papers published in international journals that do not qualify for awards in accordance with the Regulations Governing Rewards for Students Publishing Research Papers cannot be used to apply for scholarships under these Regulations. The list of ineligible international journals, along with the effective date of ineligibility, will be announced concurrently with the scholarship announcement.

8、　新生申請每月獎學金之要件，應依下列原則為之：

（一）於入學申請時，經助理教授職級以上教師之指導教授選定者，核定每月獎學金。每位指導教授限選定一名。

（二）入學時尚未確定指導教授者，應於開學後二個月內確定指導教授，

並提出經該教授依前項規定選定為獲獎者之證明，始得發放其每月獎學金。逾期未提供者視同放棄每月獎學金資格。

Article 8

Principles for the prerequisites for new entrants who apply for monthly scholarships are as follows:

8.1 New entrants who submit their scholarship applications upon admission application to the University and are selected by advisors with a full-time assistant professor or higher rank will receive monthly scholarships. Each advisor is allowed to select one applicant.

8.2 New entrants who haven’t found their advisors upon admission must determine their advisor within two months after the semester begins and provide documentation to confirm their eligibility, as mentioned in the preceding paragraph, so as to be granted the monthly scholarship. Students who fail to submit documentation will be deemed as voluntary waivers.

9、　獎學金審核程序如下：

（一）新生：於新生申請入學審查時，由國際化獎助學金審議小組審議通過，陳請校長核定。

（二）在校生：採線上申請方式辦理，由國際事務處審查申請資格、各院系所初審後，由國際化獎助學金審議小組審議通過，陳請校長核定。

Article 9

Review procedures for scholarship applications are as follows:

9.1 Scholarship applications from new entrants will be reviewed by the International Student Scholarship Evaluation Committee and submitted to the President for final approval.

9.2 Current students shall submit online scholarship applications, which will be reviewed for qualification by the Office of International Affairs, with initial evaluations also conducted by their respective colleges, departments, and institutes. Once the applications are reviewed and passed by the International Student Scholarship Evaluation Committee, they will be submitted to the President for final approval.

10、　新生獎學金每人限申請一次；每月獎學金及學雜費及學分費補助之請領，博士生最多四年，但不包含休學期間。

Article 10

Each student is eligible to apply for a new entrant scholarship once. Doctoral students applying for monthly scholarships and waivers for tuition, miscellaneous fees, and credit fees waivers are eligible to receive scholarships for up to four years. However, this does not include the period of leave of absence.

11、　本要點之每月獎學金按月核發，共計核發十二個月。 受獎新生、在校生於開學日完成註冊手續後，每月須提交評核表送國際事務處備查。前項之評核表內容、格式及所需附件另訂之，以作為每月獎學金領取之依據。

Article 11

11.1 Monthly scholarships will be granted once a month for a period of 12 months. Upon completing registration on the commencement date, scholarship recipients are required to submit a monthly evaluation form to the Office of International Affairs.

11.2 The content, format, and required attachments of the evaluation form shall be established separately as necessary documentation for recipients to claim their scholarships.

12、　申請獎學金應備齊下列文件：

（一）申請表。

（二）歷年成績單。

（三）研究績效核算表（含已刊登或已接受刊登之證明佐證資料）。

（四）指導教授同意書。

（五）其他有利佐證資料。

Article 12

Doctoral students who apply for the scholarships shall submit the following documents:

12.1 scholarship application forms;

12.2 academic transcripts;

12.3 a detailed list of their research performances, including supporting documentation of their publication or acceptance for their publication;

12.4 a Consent Letter from Ph.D. Advisor;

12.5 additional supporting details.

13、　已獲得我國政府、外國政府或其他校內外其他單位所頒發之全額獎學金者不得重複申請。但所獲得我國政府、外國政府或其他校內外其他單位所頒發之全額獎學金，而其所獲獎學金金額低於本校當學期(年)學雜費，且其申請條件符合本校獎學金申請條件者，得就其不足部分向本校提出獎學金申請。

獲教育部臺灣獎學金者，其學費及雜費由教育部核實補助，不足部分由學校減免。

獲教育部培英專案獎學金者，其學雜費及學分費由本校減免補助。

Article 13

13.1 The opportunity to reapply is not available to candidates who have already received a full scholarship from the government of the Republic of China, a foreign government, or other organizations on or off campus. However, if eligible candidates have received a full scholarship from the government of the Republic of China, a foreign government, or any other organization on or off the University but the granted amount falls short of covering tuition and miscellaneous fees for the current semester or academic year, they may apply for the University’s scholarships to cover any remaining expenses for the tuition and miscellaneous fees.

13.2 The tuition and miscellaneous fees will be covered for students who have received the Taiwan Scholarships from the Ministry of Education. The University will waive any remaining expenses.

13.3 Those who have been awarded scholarships from the Ministry of Education’s Elite Scholarship Program will have their tuition and miscellaneous fees, and credit fees waived.

14、　獎學金之停發及取消：

（一）獎學金受獎生，應符合本要點之規定，並不得重複領取當年度其他獎學金，違反者得撤銷獎助資格。經查有溢領之情事，受領人應予繳回。

（二）受獎新生入學當年度，或在校生繼續就讀當學期未完成註冊、辦理保留學籍或轉學離校者，取消其當年度獎學金資格。

（三）受獎生學期中，休、退學，或喪失學生身分，或被開除學籍，應

自次月起予以停發每月獎學金。

（四）受獎生畢業者，自畢業後次月起停發每月獎學金。

（五）受獎生於我國停留期間，如有觸犯我國刑事法律並經起訴或行為嚴重失當而 影響校譽者，本校得取消其獎學金資格。

Article 14

The scholarships will be suspended or canceled under the following conditions:

14.1 If scholarship recipients do not adhere to the rules of these Regulations or reapply for additional scholarships for the year, their scholarships will be canceled. Recipients who have received any excess amounts must repay the excess.

14.2 Scholarships will be invalidated if new entrants or current students do not complete their registration, retain their student status, or opt to transfer schools.

14.3 Should a scholarship recipient experience a leave of absence, withdrawal from school, loss of student status, or expulsion during the semester, their monthly scholarship will be suspended beginning the following month.

14.4 If a scholarship recipient graduates, their monthly scholarship will be discontinued in the month following their graduation.

14.5 Should a scholarship recipient engage in misconduct detrimental to the reputation of the school or be prosecuted for violating the Criminal Code of the Republic of China, the University has the authority to revoke their scholarships.

15、　本要點經費來源，由教育部補助款、本校預算分配款（含自籌收入分配）及教師自籌經費支應，補助名額得視當年度各項經費收支情形彈性調整。

Article 15

Funds for these Regulations shall come from the Ministry of Education’s subsidies, the University’s budget allocation (including self-raised income allocation), faculty member’s self-raised income. The University shall decide on the quota of scholarships and readjust the quota as per the annual budget.

16、　本要點經行政會議通過，陳請校長核定後施行；修正時亦同。

Article 16

These Regulations shall be passed by the Administrative Meeting and shall take force upon approval by the President. The same procedure shall be applied when these Regulations has been amended.
